Corporation to explore energy-saving ideas and alternatives that could be too expensive or technologically challenging to tackle without the technical expertise and assistance of DOE, the national laboratories, and private-sector technical experts. &lt;/p&gt;&lt;/div&gt;&lt;!--startindex--&gt;&lt;p&gt;Through the Commercial Building Partnerships (CBP), building owners and operators (Partners) team with U.S. Department of Energy (DOE) representatives, national laboratory staff, and private-sector technical experts to explore energy-saving ideas and strategies in retrofit and new construction projects. The projects will serve as test beds and training centers for innovative building-related research and will demonstrate how energy use can be dramatically reduced in commercial buildings. &lt;/p&gt;&lt;p&gt;Retailers, commercial real estate developers and managers, and hospital owners and operators participate in CBP. Participants agree to pursue ambitious energy-saving goals and provide necessary project resources. In turn, DOE representatives, national laboratory staff, and private-sector technical experts help participants meet their aggressive design goals with reasonable returns on investment. &lt;/p&gt;&lt;p&gt;Assistance from the national laboratories may include:&lt;/p&gt;&lt;ul type="disc"&gt;&lt;li&gt;Energy modeling and strategy optimization &lt;/li&gt;&lt;li&gt;Integrated design processes that incorporate energy efficiency and renewables &lt;/li&gt;&lt;li&gt;Guidance procuring materials and equipment and assembling design teams &lt;/li&gt;&lt;li&gt;Energy performance verification of completed projects (does not include equipment purchases) &lt;/li&gt;&lt;li&gt;Low-energy building designs that can be replicated across company portfolios &lt;/li&gt;&lt;li&gt;Detailed documentation of the processes and results, including business &lt;a href="http://www.blogger.com/buildings/commercial_initiative/cbp_case_studies.html" target="_self"&gt;case studies&lt;/a&gt; and lessons learned.&lt;/li&gt;&lt;/ul&gt;&lt;h2&gt;Transforming the Energy Landscape&lt;/h2&gt;&lt;p&gt;CBP participants have the opportunity to explore energy-saving ideas and alternatives that could be too expensive or technologically challenging to tackle without the resources and technical expertise available through CBP. At the same time, these projects provide DOE and the nation with living laboratories of energy-efficient technologies and strategies that could quickly become the standard for commercial buildings. Information drawn from the projects—such as detailed measurement and verification data and lessons learned—will guide development of DOE's R&amp;amp;D portfolio. It also will provide the operational and cost data that companies need to make a solid business case for investing in high-performance buildings.&lt;/p&gt;&lt;p&gt;While working on the projects, CBP participants further extend their influence in the commercial buildings sector by participating in one of DOE's &lt;a href="http://www.blogger.com/buildings/alliances/"&gt;Commercial Building Energy Alliances&lt;/a&gt; and sharing best practices with peers in their building subsectors.&lt;/p&gt;&lt;p&gt;CBP participants will continue to benefit from reduced operating expenses after construction is complete. These bottom-line savings will come not only from significant reductions in building energy costs but also from implementation of best practices that can improve equipment reliability, reduce outages, and improve disaster mitigation capabilities. &lt;/p&gt;&lt;div style="WIDTH: 95%; FLOAT: none" class="callout"&gt;&lt;h3&gt;Project Selection Criteria &lt;/h3&gt;&lt;p&gt;&lt;em&gt;CBP projects are competitively selected through DOE multi-laboratory solicitations. 2030&lt;/strong&gt;&lt;br /&gt;A recent Department of Energy report analyzed U.S. wind resources, technology requirements, and manufacturing, siting and transmission hurdles to increasing the use of clean and sustainable wind power.&lt;br /&gt;The conclusion: wind power could provide up to 2% of the nation's total electricity needs by 2030.The report also confirmed "the viability and commercial maturity of wind as a major contributor to America's energy needs, now, and in the future."&lt;br /&gt;It outlines a potential scenario to boost wind electricity generation from its current production of 16.8 gigawatts (GW) to 304 GW by 2030.For that to happen, no less than $400 billion will be invested in wind energy over the next two decades.&lt;br /&gt;That works out to about $20 billion per Machinery, tools, appliances and other equipment contained in any mill, mine, manufactory or industrial establishment shall not be considered or included as a part of the real estate in determining the value of such mill, mine, manufactory or industrial establishment. No free-standing detachable grain bin or corn crib used exclusively for processing or storage of animal feed incidental to the operation of the farm on which it is located, and no in-ground and above-ground structures and containments used predominantly for processing and storage of animal waste and composting facilities incidental to operation of the farm on which the structures and containments are located, shall be included in determining the value of real estate used predominantly as a farm. No office type construction of whatever kind shall be excluded from taxation but shall be considered a part of real property subject to taxation. That portion of a steel, lead, aluminum or like melting and continuous casting structure which encloses, provides shelter or protection from the elements for the various machinery, tools, appliances, equipment, materials or products involved in the mill, mine, manufactory or industrial process shall be considered as part of real property subject to taxation. No amusement park rides shall be assessed or taxed as real estate regardless of whether they have become affixed to the real estate. &lt;/div&gt;&lt;div align="left"&gt;&lt;/div&gt;&lt;div align="left"&gt;(&lt;strong&gt;a.1) This section is subject to section 103(b) No wind turbine generated generators or related wind energy appliances and equipment, including towers and tower foundations, shall be considered or included as part of the real property in determining the fair market value and assessment of real property used for the purpose of wind energy generation.&lt;/strong&gt; Real property used for the purpose of wind energy generation shall be valued under section 602.4 (b) All salaries and emoluments of office, all offices and posts of profit, professions, trades and occupations, and all persons over the age of eighteen years who do not follow any occupation or calling, as well as unnaturalized foreign-born persons who shall have resided within this Commonwealth for one whole year as citizens of this Commonwealth. (c) All other things and persons now taxable by the laws of this Commonwealth for county, city and school purposes.&lt;/div&gt;&lt;div align="center"&gt;&lt;br /&gt;&lt;strong&gt;§ 5453.602d.&lt;/strong&gt; &lt;strong&gt;Valuation of real property used for the purpose of wind energy generation&lt;/strong&gt;&lt;/div&gt;&lt;strong&gt;&lt;div align="center"&gt;&lt;br /&gt;This section is subject to sections 103(b) and 201(a.1) &lt;/strong&gt;&lt;/div&gt;&lt;div align="center"&gt;&lt;strong&gt;&lt;/strong&gt;&lt;/div&gt;&lt;div align="left"&gt;&lt;strong&gt;The valuation of real property used for the purpose of wind energy generation for assessment purposes shall be developed by the county assessor utilizing the income capitalization approach to value. The valuation shall be determined by the capitalized value of the land lease agreements, supplemented by the sales comparison data approach as deemed necessary by the county assessor.
